The Council has determined that humanity are foolish beasts and a naturally servile species and should be marked for future re-organization as servants. Our venerable allies among the Celleni prefer a cool, but friendly relation for trade and advise that the human tendency to split and fracture naturally holds them back. The Directorate as a whole has been chilling its relations with the GCIS after the shattering of their unity in recent decades.
